   An act to amend Section 14004.5 of the Unemployment Insurance
Code, relating to workforce development.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1410, as introduced, Morrell. California Workforce Investment
Act.
   The federal Workforce Innovation and Opportunity Act provides for
workforce investment activities, including activities in which states
may participate. The California Workforce Investment Act provides
for various job training and employment investment programs, as
specified. Existing law establishes the Consolidated Work Program
Fund for receiving moneys deposited pursuant to the federal Workforce
Investment Act and requires the Employment Development Department to
administer the fund.
   This bill would make technical, nonsubstantive changes to these
provisions.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 14004.5 of the Unemployment Insurance Code is
amended to read:
   14004.5.  The Consolidated Work Program Fund is hereby created in
the State Treasury,  for the receipt of   to
receive  all moneys deposited pursuant to the federal Workforce
Innovation and Opportunity Act. The Employment Development Department
shall be  the entity  responsible for administering
this section. Moneys in the fund shall be made available, upon
appropriation by the Legislature, to the  department,
  department  for expenditure consistent with the
purposes of the federal Workforce Innovation and Opportunity Act and
the State Plan required by the federal Workforce Innovation and
Opportunity Act.
