An act to add Section 89296 to to, and to add Article 5 (commencing with Section 89580) to Chapter 5 of Part 55 of Division 8 of Title 3 of, the Education Code, relating to postsecondary education.

SB 1351, as amended, Hernandez. California State University: reports. reports: management policies.
Existing law establishes the California State University, under the administration of the Trustees of the California State University, as one of the public postsecondary educational institutions in the state. Existing law requires the university to report by March 15 each year on specified performance measures for the preceding academic year. Existing law requires the trustees to provide by rule for the government of their appointees and employees, including, but not limited to, appointment, classification, terms, duties, and pay and overtime pay, among other things.
This bill would require on or before July 1, 2019, and every year thereafter, the Office of the Chancellor of the California State University to submit a report to both houses of the Legislature and the appropriate fiscal and policy committees that provides information relating to specific activities that the university engaged in during the previous year to meet the state’s goals for student success, among other things.
This bill would require the trustees, on or before an unspecified date, to establish a policy that requires the divisions, departments, and campuses to prepare written justifications for both the purpose and specific number of any proposed additional management positions and a policy that requires the divisions, departments, and campuses to prepare written merit evaluation plans for management personnel.

The people of the State of California do enact as follows:


SECTION 1.

 Section 89296 is added to the Education Code, to read:

89296.
 (a) On or before July 1, 2019, and every year thereafter, the Office of the Chancellor shall submit a report to both houses of the Legislature and to the appropriate fiscal and policy committees. The report shall provide information on specific activities that the university engaged in during the previous year to meet the state’s goals for student success as well as an accurate accounting of hiring, wages, and position classification. It is the intent of the Legislature that this report shall provide transparency to the university system.
(b) A report submitted pursuant to this section shall be submitted pursuant to Section 9795 of the Government Code.

SEC. 2.

 Article 5 (commencing with Section 89580) is added to Chapter 5 of Part 55 of Division 8 of Title 3 of the Education Code, to read:
Article  5. Management Policies

89580.
 On or before ____ the trustees shall do both of the following:
(a) Establish a policy that requires the divisions, departments, and campuses to prepare written justifications for both the purpose and specific number of any proposed additional management positions.
(b) Establish a policy that requires the divisions, departments, and campuses to prepare written merit evaluation plans for management personnel.
