BILL NUMBER: SB 1347 AMENDED BILL TEXT AMENDED IN SENATE MAY 7, 2014 AMENDED IN SENATE MARCH 25, 2014 INTRODUCED BY Senator Anderson FEBRUARY 21, 2014 An act to add Section20112.520102.5 to the Public Contract Code, relating to public contracts. LEGISLATIVE COUNSEL'S DIGEST SB 1347, as amended, Anderson. Public contracts: schooldistricts.districts: charter schools. The Local Agency Public Construction Act establishes contracting by local agencies for the construction of public works.Existing law regulates the procedures by which a school district awards public works contracts. This bill would require a school district, at the next regular update of its Internet Web site, to post on that site a copy of any final public works contract awarded at a cost of $5,000 or more. By imposing an additional duty upon school districts in the posting of public works contracts, this bill would impose a state-mandated local program. This bill would require a school district or charter school to annually post on its Internet Web site a list of any contracts for the construction of a public work or improvement involving an expenditure of more than $15,000 that was awarded in the prior calendar year, and would require the list to contain specified information. By imposing an additional duty upon school districts and charter schools in the posting of public works contracts, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes.
