Relative to ~~U.S. Communities Government Purchasing Alliance.~~ California Statewide Communities Development Authority.

LEGISLATIVE COUNSEL'S DIGEST

HR 80, as amended, Bigelow.

WHEREAS, The California State Association of Counties and the League of California Cities are founding sponsors of the California Statewide Communities Development Authority (CSCDA), a joint powers authority created in 1988 to provide local governments with an effective tool for the timely financing of community-based public benefit projects; and
WHEREAS, More than 530 cities, counties, and special districts are program participants in CSCDA, which serves as their conduit bond issuer and provides a means of cost effectively and efficiently financing locally approved projects; and
WHEREAS, CSCDA has issued more than $60 billion in tax exempt bonds for projects that provide a public benefit by creating jobs, affordable housing, health care, infrastructure, schools, and other fundamental services; and
WHEREAS, More than 80,000 affordable housing units have been created or preserved through CSCDA; and
WHEREAS, Financing for more than 330 health care projects has been completed, creating jobs and sustainable health care facilities throughout California; and
WHEREAS, In 2009, CSCDA issued $1.895 billion in Proposition 1A Securitization Bonds for 1,457 California local agencies. The bond sale allowed each local agency participant to receive 100 percent of their Proposition 1A receivable funds and saved the State of California $200 million in interest costs; and
WHEREAS, CSCDA has issued over $500 million in Property Assessed Clean Energy (PACE) bonds for renewable energy, energy efficiency, and water conservation projects to meet the goals of the State of California; now, therefore, be it

RESOLVED, by the Assembly of the State of California, That the Assembly hereby recognizes the 30 years of service that CSCDA has provided California public agencies and their communities; and be it further

RESOLVED, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.

WHEREAS, The California State Association of Counties and the California League of Cities are the founding organizations of the U.S. Communities Government Purchasing Alliance (U.S. Communities), a national government purchasing cooperative that reduces the cost of goods and services by aggregating the purchasing power of public agencies nationwide; and
WHEREAS, The United States Conference of Mayors, along with the National Association of Counties, the National League of Cities, the Association of School Business Officials International, and the National Governors Association are founding cosponsors of the U.S. Communities Government Purchasing Alliance; and
WHEREAS, U.S. Communities is the leading national cooperative purchasing program, providing world-class government procurement resources and solutions to cities looking for the best overall supplier government pricing; and
WHEREAS, Not all purchasing cooperatives are equal. Some purchasing cooperatives have failed to be structured in a way that provides maximum transparency and have no independent oversight to deter violations of professional public procurement laws, standards, and ethics; and
WHEREAS, The National Institute of Governmental Purchasing (NIGP) decided to develop the NIGP Accredited Cooperative Program with a mission to preserve the integrity of cooperative practices as a long-term, viable procurement option; and
WHEREAS, U.S. Communities has successfully received the first ever NIGP Accredited Cooperative (NAC) award, recognizing U.S. Communities’ commitment to truly professional cooperative purchasing practices, further distinguishing itself as the leader in cooperative purchasing; and
~~WHEREAS, There continues to be a proliferation of purchasing cooperatives of varying models, ownership, and levels of compliance with public procurement laws and regulations; now, therefore, be it~~
Resolved by the Assembly of the State of California, That the Assembly calls on elected officials at all levels of government to promote the use of NIGP Accredited Cooperatives as the first source when using cooperative purchasing; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
