   AJR 4, as amended, Bass. American Recovery and Reinvestment Act of
2009.
   This measure would memorialize the President and the Congress of
the United States to enact the American Recovery and Reinvestment Act
of 2009, which would make supplemental appropriations for job
preservation and creation, infrastructure investment, energy
efficiency and science, assistance to the unemployed, and state and
local fiscal stabilization.

   WHEREAS, The economy of the State of California and the entire
United States is in a crisis with credit virtually frozen; consumer
purchasing power in decline; businesses, small and large, facing
unprecedented challenges; millions of jobs lost nationwide in the
past four months; and California's unemployment rate currently
exceeding 9 percent and rising; and
   WHEREAS, In order to prevent the loss of millions of jobs
nationwide and to get the nation's economy moving again, President
Barack Obama and the 111th Congress are currently working on the
American Recovery and Reinvestment Act of 2009, which would make
supplemental appropriations for job preservation and creation,
infrastructure investment, energy efficiency and science, assistance
to the unemployed, and state and local fiscal stabilization, among
other purposes; and
   WHEREAS, The American Recovery and Reinvestment Act of 2009 would
target investments in key areas that will create and preserve good
jobs at the same time as it strengthens the ability of the economy to
become more efficient and produce more opportunities for employment;
and
   WHEREAS, It targets job creation assistance to the areas in our
state with the highest unemployment, such as the Counties of San
Joaquin (13 percent), Fresno (13.2 percent), Sutter (15 percent),
Colusa (21.6 percent), and Imperial (22.6 percent); and
   WHEREAS, It would create jobs through infrastructure investments
to modernize roads, bridges, public transit, and waterways; and
   WHEREAS, California has identified $44 billion in ready-to-go
infrastructure projects; including roads, public transit, and rail
construction; water and sewer projects; school construction, career
technical education, and broadband projects; and airport, park, and
public safety projects that would benefit from the economic stimulus
funds and generate approximately 800,000 California jobs over the
life of these projects; and
   WHEREAS, It would promote efforts directed at redoubling renewable
energy production and renovating public buildings to make them more
energy efficient; and
   WHEREAS, It would transform our economy with science and
technology investments by putting scientists to work looking for the
next great discovery, thereby creating jobs that will help businesses
in every community succeed in a global economy; and
   WHEREAS, It would make education system investments to create 21st
century classrooms, laboratories, and libraries, helping our nation'
s students to compete with any worker in the world; and
   WHEREAS, It would help struggling families make ends meet by
increasing food stamp and unemployment insurance benefits; and
   WHEREAS, It would provide fiscal relief to states so that they can
continue to provide vital public safety, education, health care, and
other services; now, therefore, be it
   Resolved by the Assembly and the Senate of the State of
California, jointly, That the Legislature of the State of California
supports the American Recovery and Reinvestment Act of 2009 and
respectfully memorializes the Congress of the United States to
promptly pass and President Barack Obama to sign that legislation;
and be it further
   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the President and Vice President of the United
States, to the Speaker of the House of Representatives, the Majority
Leader of the Senate, and to each Senator and Representative from
California in the Congress of the United States.
