ACR 78, Baker. Small Business Month.
This measure would recognize the month of May 2017 as Small Business Month to raise awareness of the contributions made by outstanding entrepreneurs and small business owners.

WHEREAS, Every year since 1963, the President of the United States has proclaimed National Small Business Week to recognize the contributions of small businesses to the economic well-being of America. National Small Business Week 2017, as proclaimed by the U.S. Small Business Administration, is April 30 through May 6; and
WHEREAS, In 2017, National Small Business Week will honor the estimated 28 million small businesses in America. Small businesses are major contributors to the strength of the American economy. More than one-half of Americans either own or work for a small business. They also create about two out of every three new jobs in the country. Small businesses drive innovation, create 21st century jobs, and increase United States competitiveness; and
WHEREAS, California is home to the most innovative and competitive firms in the world, placing us consistently among the top 10 economies in the world. The great majority of these businesses consists of 500 employees or less. Small businesses embody the risk-taking, entrepreneurial spirit that is the backbone of our Golden State; and
WHEREAS, When we utilize the private sector along with local and national organizations, we are able to enhance the human and capital infrastructure of California thereby increasing our competitive advantage in the global marketplace; and
WHEREAS, California’s small businesses are integral to a sound economic foundation of this state because small businesses provide a majority of all private sector jobs and constantly create new employment opportunities for Californians; and
WHEREAS, California’s small businesses are critical to the current economic health of this state because small businesses produce more than one-half of California’s gross domestic product; and
WHEREAS, California’s small businesses are a key factor in the future success of the state’s economy because small businesses are innovative forces in the marketplace and are among those most likely to take risks to create new technologies and industries; and
WHEREAS, According to the “2016 California Small Business Profile” published by the U.S. Small Business Administration, California’s small businesses constitute close to 13 percent of all small businesses in the United States; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby recognizes the month of May 2017 as Small Business Month to raise awareness this year of the contributions made by outstanding entrepreneurs and small business owners; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
