Relative to the Matthew “SLOStringer” Frank Memorial Highway.

ACR 103, Cunningham. Matthew “SLOStringer” Frank Memorial Highway.
This measure would designate a specified portion of State Route 101 in the County of San Luis Obispo as the Matthew “SLOStringer” Frank Memorial Highway. The measure would also request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

WHEREAS, Matthew Frank was born on March 6, 1987, to Jacquelyn and Steven Frank of San Luis Obispo on the central coast, where he would come to be known as “SLOStringer”; and
WHEREAS, Matthew Frank was inspired from a young age by his father Steven, a traffic engineer and member of the San Luis Obispo Sheriff’s Aero Squadron, to take an interest in public safety and the work of first responders; and
WHEREAS, Matthew Frank had a passion for breaking news that grew with his interest in public safety that eventually developed into his work as “SLOStringer”; and
WHEREAS, Matthew Frank, who reported using the pseudonym “SLOStringer” on social media, became known through his diligence and accuracy as a premier source of public safety news and reported up and down the central coast; and
WHEREAS, Matthew Frank bravely travelled to breaking stories to bring the public information, including to the Chimney Fire at Lake Nacimiento in August of 2016; and
WHEREAS, Matthew Frank was widely appreciated by the first responders he covered as a voice for public safety and those who protect it; and
WHEREAS, Freelance journalist and photographer Matthew Frank, affectionately known as “SLOStringer,” at 30 years of age, was killed on Tuesday, March 21, 2017, near the Cuesta Grade while traveling north on State Route 101 around 3 a.m., when his SUV left the road, rolled, and crashed into a tree; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 101 located between Avila Beach Drive and Spyglass Drive in the County of San Luis Obispo as the Matthew “SLOStringer” Frank Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
