   An act relating to youthful offenders.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 970, as introduced, Block. Youthful offenders.
   Existing law establishes various programs that directly provide,
or allocate funding to the counties for the purpose of providing,
rehabilitative, educational, and supervision services to youthful
offenders.
   This bill would express the intent of the Legislature to enact
legislation establishing the Youth Improvement District program.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation establishing the Youth Improvement District program.
