An act to amend Section 17261 of the Education Code, relating to school buildings.

School buildings: construction plans: climate change.
Existing law establishes the State Allocation Board and specifies its membership and duties. Existing law imposes specified duties on the board with respect to the allocation and expenditure of state funds for the construction of public school facilities. Existing law requires the board to obtain construction plans for school buildings appropriate for school districts in various climates and geographical conditions of the state and requires the plans to meet the needs of school districts that require school buildings of various sizes. Existing law authorizes these plans to include designs that promote, among other things, the efficient use of energy and water.
This bill would expressly authorize the above-described plans to also include designs that promote the use of materials and strategies to address climate change. The bill also would make
nonsubstantive changes.

The people of the State of California do enact as follows:
SECTION 1.
Section 17261 of the Education Code is amended to read:17261.
(a) The State Allocation Board shall obtain construction plans for school buildings that are appropriate for school districts in various climates and geographical conditions of the state.(b) The plans shall be composed of plans designed to meet
the needs of school districts requiring school buildings of various sizes. The

(1) Landscape suggestions. The plans may include designs
(2) Designs that promote the efficient
following:
(A) The efficient use of energy and water, the water.
(B) The maximum use of natural lighting and indoor air quality, the
quality.
(C) The use of recycled materials and materials that emit a minimum of toxic substances, the substances.
(D) The use of materials and strategies to address climate change.
(E) The
use of acoustics conducive to teaching and learning, and other learning.
(F) Other characteristics of high performance schools.
