An act relating to health facilities.

AB 2798, as introduced, Maienschein.
Health facility licensing.
Existing law establishes the State Department of Public Health and sets forth its powers and duties, including, but not limited to, duties relating to the licensing and regulation of health facilities, as defined.
This bill would declare the intent of the Legislature to subsequently amend this bill to include provisions that would make sufficient resources and staffing available to the department to enable it to approve applications for hospital licensure changes within 60 days.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares both of the following:(a) Hospitals are now experiencing extremely long wait times for approval of applications to modify their license so as to expand or add services, change the location of a service, or change the ownership of a hospital.
(b) It is the intent of the Legislature to subsequently amend this measure to include provisions that would make sufficient resources and staffing available to the State Department of Public Health, including external consultation services, as necessary for the department’s hospital licensing and certification programs to be able to approve applications for licensure changes described in subdivision
(a) within 60 days of receipt of the application, including, but not limited to, completion of an onsite survey and all other work associated with making changes to the hospital license.
