An act to amend Section 35030 of the Public Resources Code, relating to coastal resources.

Coastal Resources and Energy Assistance Act.
The existing Coastal Resources and Energy Assistance Act authorizes the Secretary of the Natural Resources Agency, after consulting with the California Coastal Commission and the State Lands Commission concerning offshore energy activities, to award grants to coastal communities and cities to be used for certain purposes relating to the planning, implementation, monitoring, and enforcement of offshore energy development, consistent with the requirements of the state’s coastal management program.
This bill would make nonsubstantive changes in that provision.

The people of the State of California do enact as follows:
SECTION 1.
Section 35030 of the Public Resources Code is amended to read:35030.
(a) The secretary, after consulting with the California Coastal Commission and the State Lands Commission concerning offshore energy activities, shall award grants to coastal counties and cities to be used for the purposes of planning, assessment, mitigation, permitting, monitoring and enforcement, public services and facilities, and for other activities that are related to offshore energy development, consistent with the requirements of the state’s coastal management program.(b) Prior to Before
receiving grants under this chapter, each coastal county and city shall submit a report to the secretary describing how the funds are to be expended. Before submitting the report, each coastal county and city shall provide opportunities for the public to review and comment on the report and shall hold at least one public hearing on the report.
