An act to add Section 66023.7 to the Education Code, relating to postsecondary education.

AB 1987, as amended, Salas. Postsecondary education: student mental health spending: report.
Existing law establishes the University of California, administered by the Regents of the University of California, the California State University, administered by the Trustees of the California State University, and the California Community Colleges, administered by the Board of Governors of the California Community Colleges, as the 3 segments of public postsecondary education in the state.
This bill would require the University of California, the California State University University, and the Chancellor’s Office of the California Community Colleges to submit a report by March 1 each year to the Department of Finance and the relevant policy and fiscal committees of the Legislature on the use of funds allocated for student mental health resources, as specified.

The people of the State of California do enact as follows:


SECTION 1.

 Section 66023.7 is added to the Education Code, to read:

66023.7.
 (a) The University of California, the California State University, and the Chancellor’s Office of the California Community Colleges shall submit a report to the Department of Finance and relevant policy and fiscal committees of the Legislature by March 1 each year on the use of funds allocated for student mental health resources.
(b) The report shall include, but not be limited to, all of the following information:
(1) The unduplicated number of students receiving campus mental health services, disaggregated by race and ethnicity, race/ethnicity, gender, age group, source of insurance coverage, age, and type of service received.
(2) The average wait time for an initial routine counseling appointments. assessment.
(3) The average number of campus mental health counseling appointments per student.
(4) The number of students referred to community providers for mental health services.
(5) Total spending on student mental health services, by fund source. source for each campus.
(6) The number of student mental health staff by provider type and counselor-to-student ratio. mental health counselors employed in the campus counseling center.
(7) The amount of funds distributed to campuses, and identification of which campuses received funds.
(8) For each campus, a programmatic budget summarizing how the funds were spent. The budget shall include any other funding used to supplement the General Fund.
(9) A description of the types of programs in which each campus invested.

(10)Other findings and best practices implemented by campuses.
