An act to add Section 8562 to the Government Code, relating to emergency services.

AB 1945, as introduced, Salas. Emergency services: first responders.
Under existing law, the California Emergency Services Act, the Governor is authorized to proclaim a state of emergency, as defined, under specified circumstances. The California Emergency Services Act also authorizes the governing body of a city, county, city and county, or an official designated by ordinance adopted by that governing body, to proclaim a local emergency, as defined.
This bill would, for purposes of the California Emergency Services Act, define “first responder” as an employee of the state or a local public agency who provides emergency response services, including a peace officer, firefighter, paramedic, emergency medical technician, public safety dispatcher, public safety telecommunicator, emergency response communication employee, rescue service personnel, or emergency manager.

The people of the State of California do enact as follows:


SECTION 1.

 Section 8562 is added to the Government Code, to read:

8562.
 “First responder” means an employee of the state or a local public agency who provides emergency response services, including any of the following:
(a) A peace officer.
(b) A firefighter.
(c) A paramedic.
(d) An emergency medical technician.
(e) A public safety dispatcher or public safety telecommunicator.
(f) An emergency response communication employee.
(g) Rescue service personnel.
(h) An emergency manager.
