   An act to add Section 9796 to the Government Code, relating to
state and local agency reports.

   AB 1914, as introduced, Garrick. Agency reports.
   Existing law specifies how reports required or requested by law to
be submitted by a state or local agency to the Members of either
house of the Legislature generally are to be submitted.
   This bill would require each state or local agency that is
required to submit one or more reports to the Legislature to submit,
by April 1 of each year, a list of all reports the agency has not yet
submitted to the Legislature along with a status summary for each
report, including a statement explaining why any overdue report has
not yet been submitted. In addition, the bill would state the intent
of the Legislature to withhold appropriations for an agency that
fails to submit timely reports.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 9796 is added to the Government Code, to read:
   9796.  (a) For purposes of this section, "report" means a report
required by law to be submitted by a state or local agency to the
Members of either house of the Legislature generally that the agency
is required to submit pursuant to a provision of law that is
effective on or after January 1, 2013.
   (b) By April 1 of each year, each state or local agency that is
required to submit one or more reports shall submit to the
Legislature a list of all reports the agency has not yet submitted to
the Legislature as of that date. The list shall include a status
summary for each report and a statement explaining why any overdue
report has not yet been submitted.
   (c) It is the intent of the Legislature to withhold appropriations
for an agency that fails to submit timely reports.
