   An act relating to a living wage.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 15, as introduced, Holden. Living wage.
   Existing law establishes a minimum wage for all industries and
prescribes requirements relative to payment of prevailing wages on
public works.
   This bill would express the intent of the Legislature to enact
legislation that would provide for a living wage for work performed
by parties who contract with the state.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  (a) The Legislature finds and declares the following:
   (1) Raising the pay of low-wage workers increases their morale and
the productivity and quality of their work, lowers turnover and its
accompanying costs, and reduces supervisory costs.
   (2) These savings and quality improvements will lead to improved
economy and efficiency in state government procurement.
   (b)  Accordingly, it is the intent of the Legislature to enact
legislation that would increase efficiency and cost savings in the
work performed by parties who contract with the state government by
providing a living wage.
