   An act  relating to insurance   to amend
Sections 4928 and 4934 of the Business and Professions Code, relating
to acupuncture  .

   AB 1391, as amended, Eng.  Insurance: policies:
cancellation.   Acupuncture Board.  
   Existing law, the Acupuncture Licensure Act, provides for the
licensure and regulation of the practice of acupuncture by the
Acupuncture Board and authorizes the board to appoint an executive
officer. Existing law makes those provisions inoperative and repealed
on January 1, 2011.  
   This bill would instead makes those provisions inoperative and
repealed on January 1, 2017.  
   Existing law generally regulates insurance.  
   This bill would state that it is the intent of the Legislature to
enact legislation add places of religious observance or practice to
the list of properties that cannot have a property insurance policy
canceled or renewal denied because of the commission of a crime
against the property. 
   Vote: majority. Appropriation: no. Fiscal committee:  no
  yes  . State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 4928 of the   Business
and Professions Code  is amended to read: 
   4928.  The Acupuncture Board, which consists of seven members,
shall enforce and administer this chapter. The appointing powers, as
described in Section 4929, may appoint to the board a person who was
a member of the prior board prior to the repeal of that board on
January 1, 2006.
   This section shall remain in effect only until January 1, 
2011,   2017,  and as of that date is repealed,
unless a later enacted statute, that is enacted before January 1,
 2011,   2017,  deletes or extends that
date. The repeal of this section renders the board subject to the
review required by Division 1.2 (commencing with Section 473).
   SEC. 2.    Section 4934 of the   Business
and Professions Code   is amended to read: 
   4934.  (a) The board, by and with the approval of the director,
may employ personnel necessary for the administration of this
chapter, and the board, by and with the approval of the director, may
appoint an executive officer who is exempt from the provisions of
the Civil Service Act.
   (b) This section shall remain in effect only until January 1,
 2011,   2017,  and as of that date is
repealed, unless a later enacted statute, that is enacted before
January 1,  2011,   2017,  deletes or
extends that date. 
  SECTION 1.    It is the intent of the Legislature
to enact legislation that would add places of religious observance or
practice to the list of properties that cannot have a property
insurance policy canceled or renewal denied because of the commission
