LEGISLATIVE COUNSEL'S DIGEST
Existing law establishes a system of elementary and secondary education in this state. Under this system, public and private schools provide instruction to pupils in kindergarten and grades 1 to 12, inclusive.
This bill would express the intent of the Legislature to enact legislation that would require, for purposes of transparency, the reporting of per-pupil expenditures of federal, state, and local funds, including actual personnel expenditures and actual nonpersonnel expenditures of federal, state, and local funds, disaggregated by source of funds as hereby defined, for each local educational agency and school in the state as required by a specified provision of the federal Every Student Succeeds Act.

The people of the State of California do enact as follows:
SECTION 1.
Section 33130 is added to the Education Code, to read:33130.
(a) For purposes of transparency and local, state, and federal reporting, the Superintendent, the Controller, and the Director of Finance shall accomplish all of the following:SEC. 2.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.It is the intent of the Legislature to enact legislation that would require, for purposes of transparency, the reporting of per-pupil expenditures of federal, state, and local funds, including actual personnel expenditures and actual nonpersonnel expenditures of federal, state, and local funds, disaggregated by source of funds as hereby defined, for each local educational agency and school in the state as required by Section 1111(h)(1) of the federal Every Student Succeeds Act (Public Law 114-95).
