    An act relating to the Budget Act of 2015.  
An act to amend the Budget Act of 2014 (Chapters 25 and 663 of the
Statutes of 2014) by augmenting Items 9840-001-0001 and 9840-001-0494
of Section 2.00 of that act, relating to the State Budget, and
making an appropriation therefor, to take effect immediately, budget
bill.

   AB 116, as amended, Committee on Budget.  Budget Act of
2015.   Budget Act of 2014: augmentation.  
   The Budget Act of 2014 appropriated specified amounts from the
General Fund for the support of state government.  
   This bill would appropriate $521,541,114 from the General Fund and
$96,000,000 from unallocated special funds in augmentation of
specified appropriations in the Budget Act of 2014 regarding
augmentations for contingencies and emergencies and would require the
Controller to allocate these additional amounts, as specified. 

   This bill would declare that it is to take effect immediately as a
Budget Bill. 
   This bill would express the intent of the Legislature to enact
statutory changes relating to the Budget Act of 2015.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    The sum of five hundred twenty-one
million five hundred forty-one thousand one hundred fourteen dollars
($521,541,114) is hereby appropriated from the General Fund for
expenditure for the 2014-15 fiscal year in augmentation of Item
9840-001-0001 of Section 2.00 of the Budget Act of 2014 (Chs. 25 and
663, Stats. 2014). Notwithstanding Provision 7 of Item 9840-001-0001,
these funds shall be allocated by the Controller in accordance with
the following schedule:  
   (a) Two hundred forty-one million two hundred fourteen thousand
dollars ($241,214,000) to Schedule (3) 20.10.030-Benefits (Medical
Care and Services), of Item 4260-101-0001.  
   (b) Twenty-six million one hundred fifty-four thousand dollars
($26,154,000) to Schedule (1) 20-Developmental Centers Program, of
Item 4300-003-0001.  
   (c) One hundred forty-three million eight hundred fifty thousand
dollars ($143,850,000) to Schedule (2) 10.10.020-Purchase of
Services, of Item 4300-101-0001.  
   (d) Thirty-two million two hundred two thousand dollars
($32,202,000) to Schedule (1) 50.10-Medical Services--Adult, of Item
5225-002-0001.  
   (e) Seventy-five million five hundred forty-nine thousand dollars
($75,549,000) to Schedule (4) 50.40-Ancillary Health Care
Services--Adult, of Item 5225-002-0001.  
   (f) Two million five hundred thousand dollars ($2,500,000) to Item
7760-001-0001.  
   (g) Seventy-two thousand one hundred fourteen dollars ($72,114) to
Item 9300-101-0001. 
   SEC. 2.    The sum of ninety-six million dollars
($96,000,000) is hereby appropriated from unallocated special funds
for expenditure for the 2014-15 fiscal year in augmentation of Item
9840-001-0494 of Section 2.00 of the Budget Act of 2014 (Chs. 25 and
663, Stats. 2014). Notwithstanding Provision 1 of Item 9840-001-0494,
the Controller shall allocate ninety-six million dollars
($96,000,000) to Item 8660-101-0471. 
   SEC. 3.    Any unencumbered balances, as of June 30,
2015, of the funds appropriated within any of the items identified in
this act shall revert to the fund from which the appropriation was
made. 
   SEC. 4.    This act is a Budget Bill within the
meaning of subdivision (e) of Section 12 of Article IV of the
California Constitution and shall take effect immediately. 

  SECTION 1.    It is the intent of the Legislature
to enact statutory changes relating to the Budget Act of 2015.
