Ted Williams, a long-term public servant and community leader in the State of Arizona, passed away on March 16, 2023 at the age of 79.

From 1975 to 1990, Ted Williams was a dedicated employee with the State of Arizona in a variety of roles, including service as a Special Assistant for six Arizona Governors. During his tenure as a state employee, he also served as a consultant in the development and implementation of the Arizona Health Care Cost Containment System, as Director of the Arizona Department of Health Services and as Deputy Director of the Arizona Department of Transportation.

Following his years of service with the state, Ted Williams went on to become Executive Vice President and Chief Operating Officer of Baptist Hospitals and Health Systems. Additionally, he served as Assistant County Manager for Maricopa County overseeing Environmental Quality Community Services and as Associate County Administrator of the Health Care Agency and Operations for Maricopa County.

After decades of public service, Ted Williams in 1999 founded and served as President and Chief Executive Officer of Arizona Behavioral Health Corporation (ABC) and the Arizona Foundation for Behavioral Health until his retirement in 2020. ABC provides quality, affordable housing and community services for persons with behavioral health needs and others with similar housing challenges in Arizona. Ted Williams was instrumental in efforts to reform the behavioral health system in the State of Arizona. 

Ted Williams worked diligently throughout his lifetime to make a difference in the lives of those around him. He showed dedication, kindness and professionalism in all of his endeavors, and he earned the well-deserved respect and admiration of all who had the privilege of knowing and working with him over the years. He will be greatly missed by his family, friends, peers and the citizens of the State of Arizona.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

That the Members of the Legislature express sincere regret at the passing of Ted Williams and extend their deepest sympathies and condolences to his family and many friends.
