A CONCURRENT resolution

 

APPLYING TO THE congress of the united states to CALL A CONVENTION FOR PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE UNITED STATES TO PROHIBIT THE GOVERNMENT OF THE UNITED STATES FROM IMPOSING UNFUNDED MANDATES.

Whereas, a nation's leaders must be subject to the laws and regulations that they implement, and be responsible for the cost of their actions, and Congress has thus far not so limited its own power. 

Therefore

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

1.  That, pursuant to article V of the Constitution of the United States, the legislature of the State of Arizona formally applies to the Congress of the United States to call a convention for the purpose of proposing an amendment to the Constitution of the United States, to be ratified by the legislatures or by conventions in three-fourths of the several states, as follows:

AMENDMENT XXVIII

Congress shall not create any special program or exclusion for the benefit of its members. Except for issues of national security, Congress or any agency of the federal government shall not pass any law, mandate, rule or regulation imposing costs on citizens, businesses or state or local governments without full reimbursement, or a means to qualify for federal monies.

2.  That the legislative council staff prepare any necessary conforming and implementing legislation for this amendment for consideration in the fiftieth legislature, first regular session, including a limitation for delegates authorizing them only to approve the foregoing amendment, or equivalent language, for ratification.

3.  That the Secretary of State of the State of Arizona transmit a copy of this Resolution to the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.
