(TEXT OF BILL BEGINS ON NEXT PAGE)
Whereas, the international arena is rapidly changing and these changes are affecting state legislators and their constituencies. In this dynamic environment, exchanging information and ideas with foreign legislatures on matters of mutual concern is beneficial in that it offers diverse perspectives on policy and statutory development; and
Whereas, Arizona's deep economic and physical ties with Mexico create the opportunity for Arizona lawmakers and policymakers to strengthen Arizona's relationship with Mexico by engaging with Mexican lawmakers on shared challenges; and
Whereas, a collaborative and communicative relationship with Sonora, Mexico would improve economic prosperity and quality of life for all Arizonans; and
Whereas, in 1959, Arizona and Sonora established the Arizona-Mexico Commission, a unique venue for cross-border communication, causing many to view Arizona and Sonora as the epitome of good cross-border neighbors.
Therefore
Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:
That the Members of the Legislature support the resumption of legislative exchanges between the State of Arizona and Sonora, Mexico.
