A CONCURRENT RESOLUTION

 

proposing an amendment to the constitution of Arizona; amending article IV, part 1, constitution of Arizona, by adding section 3; relating to statewide initiative and referendum measures.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

1.  Article IV, part 1, Constitution of Arizona, is proposed to be amended by adding section 3 as follows if approved by the voters and on proclamation of the Governor:

3.  Initiative and referendum measures; reauthorization requirement

Section 3. A.  Beginning in 2018, a statewide initiative or referendum that is approved by a vote of the people shall be referred to a subsequent vote of the people ten years after the measure's initial approval.

B.  The subsequent vote of the people shall be on the question of whether to reauthorize the measure.  If a majority of those voting on the measure votes yes, the measure is reauthorized for another ten‑year period, and the measure shall be referred to an additional vote of the people ten years after the measure's approval.  If a majority of those voting on the measure votes no, the measure is repealed and of no further legal effect.

2.  The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
