An Act

 

amending title 3, chapter 8, article 1, Arizona Revised Statutes, by adding sections 3-1013 and 3-1014; appropriating monies; relating to the Arizona exposition and state fair.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 3, chapter 8, article 1, Arizona Revised Statutes, is amended by adding sections 3-1013 and 3-1014, to read:

START_STATUTE3-1013. Arizona Native American rodeo committee; membership; duties; annual report

A. the arizona Native American rodeo committee is ESTABLISHED within the Arizona exposition AND state fair board consisting of five tribal members who are appointed by the governor, Not more than two of whom are members of the same tribe. the initial members shall assign themselves by lot to terms of two, four and six years in office. all subsequent MEMBERS serve six-year terms of office. the chairperson shall notify the governor's office of these terms.

b. the committee shall:

1. elect a chairperson from its membership.

2. Meet at least once during each calendar year and additionally as the chairperson deems necessary.

3. facilitate and oversee an annual arizona Native American rodeo.

4. Be given preference in selecting the dates of the annual arizona Native American rodeo.

c. the arizona exposition and state fair BOARD shall provide the committee with ADMINISTRATIVE support, a facility for the Arizona Native American rodeo and meeting space as needed.

d. members of the committee are not eligible to receive COMPENSATION but are ELIGIBLE for reimbursement of expenses pursuant to title 38, chapter 4, article 2.

e. on or before january 1, 2025 and each year thereafter, the committee shall SUBMIT a report of its activities to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state. END_STATUTE

START_STATUTE3-1014. Arizona Native American rodeo fund

the Arizona Native American rodeo fund is established consisting of legislative appropriations. Monies in the fund shall be for the EXCLUSIVE use of the Arizona Native American rodeo committee established by section 3-1013. the arizona exposition and state fair BOARD shall administer the fund. Monies in the fund are continuously appropriated. END_STATUTE

Sec. 2. Appropriation; Arizona Native American rodeo fund; intent; exemption

A. The sum of $300,000 is appropriated from the state general fund in fiscal year 2023-2024 and each fiscal year thereafter to the Arizona Native American rodeo fund established by section 3-1014, Arizona Revised Statutes, as added by this act.

B. The legislature intends that the appropriation made in subsection A of this section be considered ongoing funding in future years.

C. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to the lapsing of appropriations.
