AN ACT

 

ESTABLISHING the joint select study committee on rural AREA fire district funding and taxation.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Joint select study committee on rural area fire district funding and taxation; membership; duties; report; delayed repeal

A.  The joint select study committee on rural area fire district funding and taxation is established consisting of the following members:

1.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.

2.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.

3.  A representative of a county with a population of less than one hundred thousand persons who is appointed by the president of the senate.

4.  A representative of a county with a population of more than one hundred thousand persons but less than seven hundred fifty thousand persons who is appointed by the speaker of the house of representatives.

5.  A representative of a city or town with a population of less than thirty thousand persons that is located in a county with a population of less than seven hundred fifty thousand persons who is appointed by the governor.

B.  The members of the study committee shall select a chairperson of the study committee from among its membership.

C.  The study committee shall consider the level of fire safety services provided to rural areas by fire districts and fire departments and shall review taxation levels in various counties, both countywide and in the unincorporated areas of those counties.

D.  The study committee shall submit a report of the study committee's findings and any recommendations on or before December 15, 2015 to the president of the senate, the speaker of the house of representatives and the governor and provide a copy of this report to the secretary of state.

E.  This section is repealed from and after December 31, 2015.
