Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; department of health services; fentanyl testing strips; definition

A. The sum of $30,000 is appropriated from the state general fund in fiscal year 2023-2024 to the department of health services to purchase and distribute fentanyl testing strips to institutions of higher education for availability in health centers located on the campuses of the institutions of higher education.

B. For the purposes of this section, "institutions of higher education" means both:

1. Universities under the jurisdiction of the Arizona board of regents.

2. Community colleges as defined in section 15-1401, Arizona Revised Statutes.
