An Act
appropriating monies to the department of water resources.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Appropriation; fund balance transfer; long-term water augmentation fund; fiscal year 2024-2025; exemption
A. The sum of $30,000,000 is transferred from the long-term water augmentation fund established by section 49-1302, Arizona Revised Statutes, in fiscal year 2024-2025 to the department of water resources for voluntary purchases and retirement of irrigation grandfathered rights pursuant to section 45-611, subsection A, paragraph 3 and subsection C, paragraph 4, Arizona Revised Statutes.
B. On or before December 31, 2024, the director of the department of water resources shall begin purchasing and retiring irrigation grandfathered rights, including portions of grandfathered rights that are available as a result of water savings and efficiencies.
C. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
