AN ACT
Amending title 34, chapter 2, article 3, Arizona Revised Statutes, by adding section 34‑243.02; amending title 41, chapter 23, article 3, Arizona Revised Statutes, by adding section 41-2535.01; relating to service contracts.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 34, chapter 2, article 3, Arizona Revised Statutes, is amended by adding section 34-243.02, to read:
34-243.02. Preference for residents in awarding contracts for services
In awarding contracts for services that will be paid for from public monies, an agent shall award the contract to a bidder who is a resident of this state and who for not less than two successive years immediately before submitting the bid has paid real or personal property taxes assessed under title 42 in preference to a competing bidder if the bid of the competing bidder, quality and suitability considered, is less than five per cent lower than that of the resident of this state.
Sec. 2. Title 41, chapter 23, article 3, Arizona Revised Statutes, is amended by adding section 41-2535.01, to read:
41-2535.01. Preference for residents in awarding contracts for services
In awarding contracts for services that will be paid for from public monies, a purchasing agency shall award the contract to a bidder who is a resident of this state and who for not less than two successive years immediately before submitting the bid has paid real or personal property taxes assessed under title 42 in preference to a competing bidder if the bid of the competing bidder, quality and suitability considered, is less than five per cent lower than that of the resident of this state.
