urging the Arizona attorney general to take action against the national voter registration act.

To the Attorney General of Arizona:

Your memorialist respectfully represents:

Whereas, the laws of this state, including laws enacted by an initiative of the people, provide for the registration of voters after the voter provides proof of citizenship; and

Whereas, the national voter registration act of 1993 (P.L. 103-31; 107 Stat. 77; 52 United States Code sections 20501 through 20511) makes other provisions for registration of voters, despite the lawful enactments of this state; and

Whereas, as a result of litigation involving this state's voter registration system and the interpretation and implementation of the national voter registration act, this state has a bifurcated system of voter registration in which voters in this state may be eligible to vote only for federal offices if they register to vote using only the federally approved voter registration form; and

Whereas, this bifurcated voter registration system does not comply with the laws of this state and results in voter confusion.

Wherefore your memorialist, the House of Representatives of the State of Arizona, prays:

1.  That the Attorney General of Arizona solicit or join with other states to take action on behalf of this state to challenge the national voter registration act and its implementation and effects in this state.

2.  That the Secretary of State of the State of Arizona transmit a copy of this Memorial to the Attorney General of Arizona.
