Proposing an amendment to the constitution of Arizona; amending article IV, part 2, section 13, Constitution of Arizona; relating to the single subject of bills.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1.  Article IV, part 2, section 13, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:

START_STATUTE13.  Subject and title of bills

Section 13.  A.  Every act shall embrace but one subject and matters properly connected therewith, which subject shall be expressed in the title; but if any subject shall be embraced in an act which shall not be expressed in the title, such act shall be void only as to so much thereof as shall not be embraced in the title.

B.  An Act that is intended to reconcile statutory provisions with provisions of a general appropriations bill for the support and maintenance of the different departments of this state is subject to the requirements of subsection A and each provision in the act shall be directly related to the reconciliation of an appropriation in a general appropriations bill for the support and maintenance of the different departments of this state.END_STATUTE

2.  The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
