A CONCURRENT RESOLUTION
proposing an amendment to the constitution of arizona; amending article xii, CONSTITUTION of arizona, by adding section 10; amending article xiii, constitution of arizona, by adding section 8; relating to development fees.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article XII, Constitution of Arizona, is proposed to be amended by adding section 10 as follows if approved by the voters and on proclamation of the Governor:
10. Development fees
Section 10. Each county of this state may levy, assess or collect development fees within the jurisdiction of the county and may implement policies related to these development fees. The legislature shall not enact statutes to impede the authority granted by this section.
2. Article XIII, Constitution of Arizona, is proposed to be amended by adding section 8 as follows if approved by the voters and on proclamation of the Governor:

Section 8. Each city or town of this state that is established pursuant to this article may levy, assess or collect development fees within the jurisdiction of the city or town and may implement policies related to these development fees. The legislature shall not enact statutes to impede the authority granted by this section.
3. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
