A CONCURRENT RESOLUTION
Proposing an amendment to the Constitution of Arizona; amending the CONSTITUTION of Arizona by adding article XXXI; relating to medical coverage.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article XXXI, Constitution of Arizona, is proposed to be added as follows if approved by the voters and on proclamation of the Governor:
ARTICLE XXXI. MEDICAL COVERAGE
1. Medical coverage
Section 1. Notwithstanding any state law to the contrary, the Arizona health care cost containment system administration, or any successor agency, is not required to provide medical coverage to any person who has an income level that is between zero and one hundred per cent of the federal poverty guidelines, as updated annually in the federal register by the United States department of health and human services, and who meets other eligibility criteria under title XIX of the social security act as an optional population as enacted by the voters by initiative in 2000.
2. The Secretary of State shall submit this proposition to the voters at a special election to be held for that purpose on May 17, 2011 as provided by article XXI, Constitution of Arizona.
