A CONCURRENT MEMORIAL
Urging the congress and attorney general of the united states of america to refocus resources on the fight against fentanyl.

To the Congress and the Attorney General of the United States of America:
Your memorialist respectfully represents:
Whereas, fentanyl is a critical threat to Americans as the leading cause of death for people aged 18 to 45 and is responsible for the majority of all drug overdose deaths; and
Whereas, over half of all fentanyl smuggled from Mexico comes through Arizona's border, and Arizona had the highest 12-month increase in drug overdoses as of August 2025, making Arizona a uniquely impacted and important state in the fight against fentanyl trafficking in the United States; and
Whereas, targeted operations with federal support have been crucial to taking fentanyl off the streets, whether via the Arizona Attorney General who, with local state and federal partners, has prosecuted cases leading to the seizure of 22 million fentanyl pills, or via the Governor's Operation Desert Guardian, composed of local, state and federal partners, which has taken over 971 pounds of drugs off the street; and
Whereas, there have been reported reductions in budget, staffing and operational focus in federal law enforcement agencies based in Arizona that are focused on targeting the Mexican drug cartels; and
Whereas, regardless of party affiliation of the leaders of offices or jurisdictions, all Americans benefit from focused intergovernmental cooperation for the purposes of fighting fentanyl.
Wherefore your memorialist, the House of Representatives of the State of Arizona, the Senate concurring, prays:
1. That the Congress and the Attorney General of the United States of America refocus resources on the fight against fentanyl in the state of Arizona by restoring full funding to the Arizona office of the Drug Enforcement Administration, restoring full staffing of United States Drug Enforcement Administration and Bureau of Alcohol, Tobacco, Firearms and Explosives agents who are dedicated to fighting the drug cartels and investing in the High Intensity Drug Trafficking Area Program.
2. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the Attorney General of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate and each Member of Congress from the State of Arizona.
