Urging the United States congress to pass the recognizing the protection of motorsports act.

To the Congress of the United States of America:

Your memorialist respectfully represents:

Whereas, modifying and racing vehicles are a fundamental part of America's rich automotive heritage, including in Arizona; and

Whereas, this rich automotive heritage includes racing cars, trucks and motorcycles that are converted from street vehicles to vehicles that are used exclusively for racing and no longer used on public streets; and

Whereas, a broad spectrum of individuals are involved in converting and racing street vehicles, ranging from novice hobbyists to professionals; and

Whereas, vehicle modification and racing, and the community and industry that surround them, play an important cultural and economic role across the country and in this state; and

Whereas, the Recognizing the Protection of Motorsports Act of 2021 protects the conversion of street vehicles to vehicles used exclusively for racing off of public streets by clarifying that this practice is not a violation of the Clean Air Act; and

Whereas, the Recognizing the Protection of Motorsports Act of 2021 ensures that street vehicles continue to meet the emissions requirements of the Clean Air Act; and

Whereas, the Recognizing the Protection of Motorsports Act of 2021 promotes compliance with the law by providing clarity to regulators, racers, hobbyists and the motorsports industry.

Wherefore your memorialist, the House of Representatives of the State of Arizona, the Senate concurring, prays:

1. That the United States Congress pass the Recognizing the Protection of Motorsports Act of 2021.

2. That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.
