An Act

 

amending title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.19; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.19, to read:

START_STATUTE15-249.19. Certificated electronic copies of high school diplomas; central database; fees; definition

A. The department of education shall develop and maintain a computerized database containing certificated electronic copies of each high school diploma issued by a school district, charter school or accommodation school in this state on or after January 1, 2026.  Each copy of a high school diploma that is maintained in the database pursuant to this subsection must be convertible to a portable document format and include all information that was included in the original high school diploma.

B. The department shall prescribe procedures and requirements for any individual who earned a high school diploma on or after January 1, 2026 to request a certificated electronic copy of the individual's high school diploma from the database.  The department may provide a copy of a high school diploma pursuant to this subsection only to the individual to whom the high school diploma was issued.  For the purposes of this subsection, the department shall require each individual who requests a copy of a high school diploma through the database to submit proof of the individual's identity.

C. The department may establish and collect fees for producing a certificated electronic copy of a diploma from the database pursuant to this section.

D. For the purposes of this section, "high school diploma" includes high school diplomas issued pursuant to section 15-701.01 and chapter 7, article 6 of this title. END_STATUTE
