AN ACT

 

amending Title 15, chapter 1, article 1, Arizona Revised Statutes, by adding section 15-120.01; relating to school finance.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 15-120.01, to read:

START_STATUTE15-120.01.  Expenditure and revenue website database; definition

A.  On or before September 1, 2021, each charter school governing body and school district governing board shall develop, maintain and make publicly available a single, searchable expenditure and revenue website database that allows the public to review at no cost information concerning monies that the charter school or school district collects and spends.

B.  Each expenditure and revenue website database shall include all of the following data concerning all monies that the charter school or school district spends:

1.  The name and principal location or address of the entity receiving the monies, except that information concerning a payment to an employee of the charter school or school district shall identify the individual employee by name and business address or location only.

2.  The amount of monies spent.

3.  The funding source of the monies spent.

4.  The date of the expenditure.

5.  The name of the budget program, activity or category supporting the expenditure.

6.  A description of the purpose for the expenditure.

7.  To the extent possible, a unique identifier for each expenditure.

C.  The expenditure data shall be provided in an open‑structured data format that both:

1.  May be downloaded by the user.

2.  Allows the user to systematically sort, search and access all data.

D.  Each expenditure and revenue website database shall contain only information that is a public record under title 39, chapter 1 or that is not confidential or otherwise protected from public disclosure pursuant to state or federal law.

E.  Each charter school governing body or school district governing board shall do all of the following:

1.  Update the financial data contained on the website database at least monthly.

2.  Archive the financial data, which shall remain accessible and searchable on the website database.

3.  Make the website database easily accessible from the main page of the charter school's or school district's website.

4.  Establish and make easily accessible an automated rich site summary feed to which users of the website database may subscribe for notification of updates to the website database.

F.  For the purposes of this section, "entity":

1.  Means a corporation, association, union, limited liability company, limited liability partnership, grantee, contractor, local government or other legal entity, including a nonprofit corporation, or an employee of the charter school or school district.

2.  Does not include an individual recipient of public assistance. END_STATUTE
