AN ACT

 

providing for a special audit by the auditor general of the state department of corrections.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Auditor general review of private prison monitoring; definition

A.  Pursuant to section 41‑1279.03, Arizona Revised Statutes, the auditor general shall perform a special audit to examine and evaluate how the state department of corrections is monitoring private prison facilities.  The special audit shall, at a minimum, include the following areas:

1.  Security.

2.  Inmate management and control.

3.  Inmate programs and services.

4.  Facility safety and sanitation.

5.  Administration.

6.  Food service.

7.  Personnel practices and training.

8.  Inmate health services.

9.  Inmate discipline.

B.  On or before December 31, 2011, the auditor general shall submit its report of the special audit, including specific recommendations to improve the state department of corrections monitoring of private prisons, to the speaker of the house of representatives, the president of the senate and the governor.

C.  For the purposes of this section, "private prison facilities" includes any private prison that operates in this state pursuant to section 41‑1609 or 41‑1682, Arizona Revised Statutes.
