Adds additional contributing factors to be analyzed in the Department of Insurance report:

         Frequency of out-of-network charges billed at in-network hospitals

         Network adequacy standards

         Consumer education and disclosure for coverage for in- and out-of-network services

         Accuracy and adequacy of provider directories
