Page 7, after line 11, insert:
�k. pupils participating in the empowerment scholarship account program shall be subject to the same testing requirements established by the state board of education for pupils in public schools. the requirements shall include a standards based competency test adopted by the state board of education and any diagnostic exams associated with that test. pupil test scores shall be incorporated into the pupil�s course grade in the same proportion as required by the state board of education. pupils that fail to obtain a student growth percentile, as determined by the department of education, of fifty percent or higher on the competency test adopted by the state board of education will have their participation in the empowerment scholarship account program terminated. failure to comply with this requirement will result in the termination of a pupil�s participation in the empowerment scholarship account program. the department of education and the state board of education shall develop a system for providing access to students needing to take the competency test.�
