SENATE AMENDMENTS TO S.B. 1156

Strike everything after the enacting clause and insert:

"Section 1.  Title 36, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 36-220, to read:

START_STATUTE36-220.  Contracting requirements; trauma treatment services

A.  The department may contract for trauma treatment services, directly or through a contractor, only with a behavioral health clinician who is licensed or certified in this state and who is certified in a trauma treatment practice proven by evidence‑based measurements that have an effective reliable change index of at least fifty‑one percent.

B.  Subsection A of this section does not require the department to contract or reimburse for trauma treatment services.END_STATUTE

Sec. 2.  Title 36, chapter 5.1, article 1, Arizona Revised Statutes, is amended by adding section 36-576, to read:

START_STATUTE36-576.  Contracting requirements; trauma treatment services

A.  The division may contract for trauma treatment services, directly or through a contractor, only with a behavioral health clinician who is licensed or certified in this state and who is certified in a trauma treatment practice proven by evidence‑based measurements that have an effective reliable change index of at least fifty‑one percent.

B.  Subsection A of this section does not require the division to contract or reimburse for trauma treatment services.END_STATUTE

Sec. 3.  Title 36, chapter 34, article 1, Arizona Revised Statutes, is amended by adding section 36-3417, to read:

START_STATUTE36-3417.  Contracting requirements; trauma treatment services

A.  The administration may contract for trauma treatment services, directly or through a contractor, only with a behavioral health clinician who is licensed or certified in this state and who is certified in a trauma treatment practice proven by evidence‑based measurements that have an effective reliable change index of at least fifty‑one percent.

B.  Subsection A of this section does not require the administration to contract or reimburse for trauma treatment services.END_STATUTE

Sec. 4.  Appropriation; department of veterans' services; grants

The sum of $450,000 is appropriated from the state general fund to the department of veterans' services in fiscal year 2019‑2020 to provide grants to contractors who provide trauma treatment service training to behavioral health clinicians."
