Page 3, between lines 11 and 12, insert:
"g. Notwithstanding any other law, all legislatively mandated tuition waiver scholarships shall be reduced by the amount of any other federal aid scholarships or public grants and any other public aid received by that person from or through the university or community college at which the person is enrolled, except that a tuition waiver scholarship shall not be reduced by the amount of federal grants received by the person from the department of child safety under the arizona education and training voucher program."

"Sec. 2. Appropriation; Arizona board of regents, statutory tuition waivers; report; intent
A. The sum of $9,000,000 is appropriated from the state general fund in fiscal year 2018-2019 to the Arizona board of regents for distribution to the universities under the jurisdiction of the Arizona board of regents to provide funding for the tuition waiver programs established by sections 15-1626, 15-1655, 15-1808 and 15-1809, Arizona Revised Statutes.
B. It is the intent of the legislature that the legislature shall annually provide sufficient appropriations to the universities under the jurisdiction of the Arizona board of regents to pay for any tuition waiver program established by the legislature prior to July 1, 2018, and any tuition waiver program established after that date. The Arizona board of regents shall provide a report on October 1 of each year to the joint legislative budget committee and the governor's office of strategic planning and budgeting detailing the actual costs of the statutory waivers from the previous year."
