Page 2, between lines 32 and 33, insert:

"(n)  That the inauguration of the incoming United States President shall occur thirty days after the general election.  Other than those pertaining to national foreign emergencies, beginning on October 1, the outgoing United States President may not issue executive orders or request or approve regulations, including those pertaining to federal executive departments."
