FLOOR AMENDMENT EXPLANATION
Restores the requirement that software must be enabling to qualify as computer data center equipment. Removes the definition of software. Requires a minimum investment of $200 million for a new data center to attain certification as a sustainable redevelopment project. Applies, retroactive to September 12, 2013, the addition of rented or leased equipment to the definition of computer data center equipment and the removal of the certificate presentation requirement. Makes technical and conforming changes.
