PROPOSED

HOUSE OF REPRESENTATIVES AMENDMENTS TO H.B. 2385

Strike everything after the enacting clause and insert:

"Section 1.  State agency cost accounting legislative study committee; report; delayed repeal

A.  The state agency cost accounting legislative study committee is established consisting of the following members:

1.  Three members of the house of representatives who are appointed by the speaker of the house of representatives.

2.  Three members of the senate who are appointed by the president of the senate.

3.  The director of the department of administration or the director's designee.

4.  The state comptroller or the state comptroller's designee.

5.  Two members of the public who are appointed by the speaker of the house of representatives.  One member must have knowledge and expertise in cost accounting.

6.  Two members of the public who are appointed by the president of the senate.

B.  Committee members are not eligible to receive compensation.

C.  The committee shall study and develop legislative recommendations relating to:

1.  Appropriate and efficient mechanisms for collecting information regarding monies that are spent or otherwise pass through each budget unit in relation to projected expenditures.

2.  Other matters related to state agency budget estimates and budget reductions that the committee deems necessary.

D.  On or before July 1, 2015, the committee shall submit a report of its findings and legislative recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

E.  This section is repealed from and after September 30, 2015."
