Bill Title: Relating to all-terrain vehicles; to provide for the licensing and registration of certain off-road vehicles for use on certain public roads under certain conditions; to provide penalties for a violation; and to amend Section 32-12A-1, Code of Alabama 1975, as last amended by Act 2022-371, 2022 Regular Session, to further provide definitions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
