SENATE RESOLUTION NO. 623
Commending Jarad Phelps.

WHEREAS, Jarad Phelps, a distinguished law-enforcement officer with more than 28 years of experience, retired as the deputy chief of the Prince William County Police Department on August 1, 2024; and

WHEREAS, after graduating from James Madison University in 1995, Jarad Phelps joined the Prince William County Police Department as a police officer at the age of 22 and subsequently rose through the ranks, fulfilling numerous roles in the department; and

WHEREAS, before becoming deputy chief, Jarad Phelps served as a commander of the Prince William County Police Department Operations Division, overseeing patrol units and special operations; he also served as a patrol supervisor, member and supervisor of the Bike Team, and member of the S.W.A.T. Team, the department's Incident Management Team, and the National Capital Region's Incident Management Team; and

WHEREAS, over the course of his distinguished career, Jarad Phelps was the deputy district commander for the Western District Station, a commander of the Property Crimes Bureau and Special Victims and Youth Services Bureau in the Criminal Investigations Division, and a deputy commander in the Special Operations Bureau; and

WHEREAS, during his tenure as deputy chief, Jarad Phelps built strong relationships based on trust and mutual respect with members of the public; and

WHEREAS, Jarad Phelps also guided the department as acting chief from July 2020 through February 2021; and

WHEREAS, a respected leader in the field of law enforcement, Jarad Phelps was a member of the Virginia Association of Chiefs of Police and the International Association of Chiefs of Police; he graduated from the FBI National Academy, the Naval Postgraduate School, the University of Virginia's Weldon Cooper Center for Public Service, the Virginia Association of Chiefs of Police Professional Executive Leadership School, the FBI National Executive Institute, and the Police Executive Research Forum's Senior Management Institute for Police; and

WHEREAS, Jarad Phelps was a valuable source of institutional knowledge for the department and a trusted mentor to younger officers, serving as an instructor at the Prince William County Criminal Justice Academy; and

WHEREAS, Jarad Phelps served the Prince William County community and the Commonwealth with the utmost dedication, integrity, and distinction; now, therefore, be it

RESOLVED by the Senate of Virginia, That Jarad Phelps hereby be commended on the occasion of his retirement as deputy chief of the Prince William County Police Department; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Jarad Phelps as an expression of the Senate of Virginia's admiration for his exceptional service to the Prince William County community.
