SENATE JOINT RESOLUTION NO. 66
Commending Charles D. Crowson, Jr.

WHEREAS, Charles D. Crowson, Jr., is retiring from the City of Newport News after 40 years of dedicated service in the Office of the Commissioner of the Revenue; and

WHEREAS, elected by the citizens of Newport News for four terms, Charles Crowson provided outstanding and visionary leadership as the commissioner of the revenue for 16 years; and

WHEREAS, Charles Crowson greatly enhanced customer service to the citizens of Newport News by opening a full-service satellite office in the city, implementing DMV Select services in both offices, and expanding on-line services; and

WHEREAS, during his tenure, Charles Crowson participated in the development and implementation of the Personal Property Tax Relief Act and Personal Property Tax Relief Compliance Audit System and was instrumental in the development and implementation of the statewide Business, Professional and Occupational License statute; and

WHEREAS, Charles Crowson promoted and helped implement regional cooperation in uniformity of taxation procedures; and

WHEREAS, Charles Crowson provided his knowledge and expertise on tax issues on behalf of Newport News during the General Assembly sessions in Richmond through his testimony and by helping to draft legislation and negotiate compromises; and

WHEREAS, Charles Crowson served on various task forces on tax issues for the General Assembly, Department of Motor Vehicles, Virginia Municipal League, Virginia Association of Counties, Virginia Chamber of Commerce, and Virginia Manufacturers Association; and

WHEREAS, during his career, Charles Crowson served as president of the Commissioners of the Revenue Association of Virginia and the Virginia Association of Locally Elected Constitutional Officers, as well as a member of the board of directors of the Virginia Association of Assessing Officers and the National Automobile Dealers Association; and

WHEREAS, Charles Crowson was the recipient of the Sam T. Barfield Award of Excellence from the Commissioners of the Revenue Association of Virginia in 2001 and the Outstanding Member of the Year award from the Virginia Association of Assessing Officers in 2006; and

WHEREAS, a leader in his community, Charles Crowson served as president of the Hampton Roads Jaycees, vice president and life member of the Virginia Jaycees, and president of the Kiwanis Club; and he served on the board of directors of the Food Bank of the Virginia Peninsula and the Newport News Municipal Employees Credit Union; and

WHEREAS, in all areas of service, Charles Crowson has been an inspiration to others and an example of excellence; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate Charles D. Crowson, Jr., on the occasion of his retirement from the City of Newport News; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Charles D. Crowson, Jr., as an expression of the General Assembly's appreciation of his extraordinary achievements and best wishes for success in all of his future endeavors.
