WHEREAS, a large body of evidence supports a connection between students' health status and academic performance; and
WHEREAS, research has found that certain health problems reduce student motivation and ability to learn; and
WHEREAS, student achievement and attendance and student dropout rates are major concerns of educators, policymakers, and parents alike; and
WHEREAS, school-based health care is a powerful tool for addressing the health needs of children and adolescents, leading to improved health and academic outcomes; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the Department of Medical Assistance Services and the Department of Education be requested to study the integration of health care services into public schools in the Commonwealth. As part of the study, the Department of Medical Assistance Services and the Department of Education shall establish a task force that includes representatives from the Virginia Association of School Superintendents, the Community Care Network of Virginia, the Virginia Association of Family Practitioners, the American Academy of Pediatrics, the Virginia Education Association, the Virginia Association for Community-Based Providers, the Virginia Association of Health Plans, the Virginia Association of School Nurses, the Virginia Hospital and Healthcare Association, [ the Virginia Community Healthcare Association, ] and other relevant stakeholders. In conducting its study, the task force shall (i) develop recommendations for best practices for integrating Medicaid-funded school-based services; (ii) identify localities that may be interested in implementing school-based health centers; (iii) develop recommendations for a supporting state structure that would help sustain and support local school-based health centers across the Commonwealth; and (iv) identify any statutory or policy barriers to such integration, including any necessary changes to statutes or the state plan for medical assistance services.
[ 7All All ] agencies of the
Commonwealth shall provide assistance to the Department of Medical Assistance
Services and the Department of Education for this study, upon request.
The Department of Medical Assistance Services and the Department of Education shall complete their meetings by November 30, 2018, and shall submit to the Governor and the General Assembly an executive summary and a report of their findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2019 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
