WHEREAS, Jean R. Packard, a passionate advocate for environmental issues and a proud public servant who was the first woman to chair the Fairfax County Board of Supervisors, died on October 21, 2014; and WHEREAS, a respected pioneer for women leaders throughout the Commonwealth, Jean Packard chaired the Fairfax County Board of Supervisors from 1972 to 1975; and WHEREAS, Jean Packard dedicated much of her life to the preservation of the county's parks and natural resources, including the Occoquan River; she served with the Northern Virginia Regional Park Authority for 24 years; and WHEREAS, Jean Packard was the first woman in the Commonwealth elected to a Soil and Water Conservation District board; she further served the community as president of the Fairfax County Federation of Citizens Associations; and WHEREAS, a diligent and active steward of the environment at the local, state, and national levels, Jean Packard offered her leadership and wisdom as a national board member of the Sierra Club; and WHEREAS, in September 2014, Jean Packard oversaw the groundbreaking ceremony for the Occoquan Regional Park waterfront, which will feature the Jean R. Packard Occoquan Center, a learning center overlooking the river; and WHEREAS, Jean Packard received many awards and accolades for her good work, including the Northern Virginia Conservation Trust's 2011 lifetime achievement award, which was renamed the Jean R. Packard Award in her honor; and WHEREAS, leaving a legacy of excellence to future public servants in Fairfax County, Jean Packard will be fondly remembered and greatly missed by numerous family members, friends, and colleagues; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Jean R. Packard, a proud public servant in Fairfax County and an inspirational community leader; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Jean R. Packard as an expression of the General Assembly's respect for her memory. |
