SENATE JOINT RESOLUTION NO. 155
Commending Denise Burrell Smith.

WHEREAS, after 42 years of dedicated service, Denise Burrell Smith retired as the commissioner of the revenue for Charles City County; and

WHEREAS, Denise Smith was the first Black woman elected as commissioner of the revenue in the history of Charles City County and in Virginia, and she became the longest-serving commissioner of the revenue in the Commonwealth; and

WHEREAS, Denise Smith has demonstrated exceptional professionalism in the performance of her duties; she earned a certification from the University of Virginia's Weldon Cooper Center for Public Service and received the 2016 President's Service Award from the Commissioner of the Revenue Association of Virginia; and

WHEREAS, Denise Smith has been an active member of her community, engaging in various community service activities, including her involvement as a life member and secretary of the Charles City Branch of the NAACP; she has also served on the board of directors of the Charles City County Civic League, Inc.; and

WHEREAS, Denise Smith has shown great dedication to her church, Elam Baptist Church, where she has served as chair of the usher ministry and as a member of the finance committee; and

WHEREAS, Denise Smith has been a trusted mentor to her fellow local government employees and a role model for many in the community, inspiring others through her kindness, faith, and unwavering commitment to her family, friends, and church; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Denise Burrell Smith on the occasion of her retirement as commissioner of the revenue for Charles City County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Denise Burrell Smith as an expression of the General Assembly's admiration for her outstanding contributions to the Charles City County community and best wishes for a happy retirement.
