Be it enacted by the General Assembly of Virginia:

1. §1. The Secretary of Transportation shall convene a work group to review the laws, regulations, and policies regarding how the Department of Transportation (the Department) determines usage of Disadvantaged Business Enterprises (DBE) on specific transportation projects with the goal of increasing participation statewide in transportation contracts by small business owned and controlled by socially and economically disadvantaged individuals. The members of the work group shall include the Commissioner of Highways, the Department's Division Administrator for Civil Rights, and the Director of the Department of Small Business and Supplier Diversity as well as representatives from the Transportation DBE Advisory Committee, the Virginia Transportation Construction Alliance, the Old Dominion Highway Contractors Association, and other relevant industry stakeholders. The work group shall report its findings and any recommended legislative, regulatory, or policy changes to the Governor and the Chairmen of the House and Senate Committees on Transportation by September 1, 2023.
